Cousin Reported to CSB / CPS for substance abuse while pregnant. ADVICE?

Ok My cousin who is 21. She is 8 months pregnant. She smoked weed during her pregnancy. She was under alot of stress not having a place to live and a drug addict/abusive boyfriend. First off I KNOW what she did was wrong, but I believe people make mistakes and need help sometimes, she is not someone who uses heavy drugs and she is a good person. Well she had been living at a shelter The shelter did a drug test which she failed. She was told it would be reported to childrens services and they would test her baby when it was born and she was kicked out of the shelter. Im assuming it will be in the babys sytem because she is due in 3 weeks. my question is what should she do in regards to childrens services if she wants to keep her baby. She has a support sytem, Me and My mother and step father, She seperated from her boyfriend. She has a job she is still working today and she is on a waiting list for low income housing. She has also had good prenatal care since 9 weeks pregnant and never missed an appointment.will all this look good to CSB(CPS)? And if she has no prior record what so ever and baby tests positive for THC will they take her?
